Resize an empty toolbar

Test Plan:
Docking Test
Purpose:

Testing resizing toolbars with none item.

Test procedure:
  1. Run the project.
  2. Switch to Tool Bar tab of Control Panel.
  3. Create a new tool bar Tool (Toolbar #1)
  4. Detach Toolbar #1.
  5. Resize the toolbar.
Initial Conditions:

Compile project at %EIFFEL_SRC%\examples\docking\docking_control

Expected result:
  • Toolbars with none item can not be resized.
