Registration of EIS protocol by the installation program

Purpose:
Check if after normal installation EIS is usable.
Test procedure:
After a fresh installation, precompile EiffelBase library and type eiffel://class=string_8&feature=out in the address bar of an explorer. Check if EiffelStudio is activated and positions to the corresponding feature. If it does not work, check that HKEY_CLASSES_ROOT\eiffel is correctly set-up.
Initial Conditions:
- Uninstall any previous EiffelStudio packages.
- Ensure that there no entries HKEY_CLASSES_ROOT\eiffel in the registry.
- Install EiffelStudio using a setup program.
Expected result:
It should be possible to use "eiffel" protocol from the explorer.
